Decision Summary
On 12 May 2026, the Office of the Migration Agents Registration Authority (the Authority) decided to cancel the registration of Ms Lili Qian (MARN 1793768), following an investigation into the Agent’s conduct.
The Agent must not be registered for a period of five years from the date of the decision.
The Authority was satisfied that the Agent breached her obligations under clause 2.1(a), 2.23, 2.9 and 2.9A of the former Code and sections 13(1), 13(2), 15, 17, 18(1)(b), 29 and 32(2) of the Code.
The Authority found that the Agent:
• Failed in her general duties to act professionally, ethically, honestly, and with integrity.
• Failed to maintain the reputation and integrity of the migration profession and engaged in conduct that is reasonably likely to damage the reputation of the immigration advice industry.
• Failed to notify the Department and the Authority that she had provided immigration assistance as required by the Act.
• Acted in a way that was intended to evade a requirement of the migration law.
• Submitted an application for registration that she knew to be false or misleading in material particular.
• Failed to notify the Authority of changes in her circumstances relevant to her continued registration.
• Failed to respond to a request from the Authority for information or documents.
The Authority was also satisfied that the Agent is not a person of integrity or is otherwise not a fit and proper person to give immigration assistance.
