Decision Summary
On 5 May 2025, the Office of the Migration Agents Registration Authority (the Authority) decided to cancel the registration of Registered Migration Agent (RMA), Rongwu Liu (MARN: 0321108) for a period of five years following an investigation into the Agent’s conduct.

The Authority is satisfied that:
• The RMA is not a person of integrity, or is otherwise not a fit and proper person to give immigration assistance; and
• The RMA breached his obligations under clauses 2.1, 2.17, 2.6, 2.7, 2.9, 8.1 and 8.3 of the former Code and sections 13(1), 13(2), 15, 17, 18(1)(b), 19, 20(2), 21, 23, 29 and 32(3)(c) of the Code.
The Authority found that the RMA:
• Facilitated a member of his business to provide unlawful immigration assistance.
• Lodged visa applications that he knew had no prospect for success.
• Did not comply with migration law and acted in a way intended to defeat the purpose of migration law.
• Did not declare being charged with and found guilty of a criminal offence to the Authority within the required period.
• Made misleading, deceptive or inaccurate statements and otherwise acted dishonestly.
• Acted with regard for the adverse impact the conduct would have on the reputation of the migration advice industry.
